During consideration of the Schedule of Applications, it was proposed by the Chair and unanimously agreed that, in accordance with Council Procedure Rule 17(l), the meeting stand adjourned at 3.04 p.m. to be reconvened on this day at 3.09 p.m.

The Committee considered a report which sought approval to amend the approved Scheme of Delegation in regard to ‘departure applications’ to remove the need for ‘minor, technical departures’ from the Development Plan to be referred to Planning Committee for consideration subject to agreement between the Head of Planning and the Chair and/or Vice-Chair of the Planning Committee.
Members noted that it was proposed to amend the current wording in the approved Scheme of Delegation in relation to ‘departures’ as follows (new text in bold):
‘All other planning applications (and associated applications, consents and
authority including those relating to listed buildings, conservation area
consents, enforcement actions and prosecutions) are considered to fall within the delegation scheme and will be determined by the Head of Service or his/her designated officers unless;
……..
2. The application would be contrary to the provisions of the adopted
Development Plan including the Council’s own Supplementary
Planning Guidance and Supplementary Planning Documents, or any
other relevant guidance except for determination of minor, technical departures and following agreement between the Head of Planning and the Chair and/or Vice Chair of the Planning Committee.’
During discussion, the Chair requested that any applications comprising 'minor technical departures' are reported to the next available meeting of the Planning Committee for information. It was also suggested that an additional member of the Committee should be consulted as part of the agreement process, in addition to the Chair and/or Vice-Chair. Members unanimously concurred with these proposals and it was agreed that Councillor Steve Cox be appointed to the role of the additional consultee until further notice.
It was accordingly
RESOLVED that:
(1) The following amendment to the approved Scheme of Delegation for planning decisions in relation to ‘departures’ be agreed (new text in bold):
‘All other planning applications (and associated applications, consents and authority including those relating to listed buildings, conservation area consents, enforcement actions and prosecutions) are considered to fall within the delegation scheme and will be determined by the Head of Service or his/her designated officers unless;

2.
