The Cabinet Member for Communities, Partnerships and Inclusion announced that the start of Black History Month had been marked with a flag raising ceremony at the Civic Offices on 1 October 2024. The theme for this year’s Black History Month was ‘Reclaiming Narratives’. He had also hosted an evening event to celebrate the Black communities in the borough. Several guest speakers provided invaluable contributions to the evening together with representatives who provided singing and African drumming. He concluded that he looked forward to being involved in other events during October to celebrate Black History Month.

Proposal to renew an existing Public Space Protection Order to tackle antisocial behaviour in the Town Centre and some surrounding parks and open spaces
This report recommends the renewal of the existing PSPO to address concerns relating to alcohol related antisocial behaviour. This includes the areas of; Basingstoke town centre, War Memorial Park, Eastrop Park, Glebe Gardens, Holy Ghost Cemetery, Victory Park and other small sections of Brookvale and Kings Furlong, Eastrop and Grove and Norden wards.

Cabinet considered a report which proposed the renewal of the existing Public Space Protection Order (PSPO) for a further three years to address concerns relating to alcohol related anti-social behaviour in and around the town centre area. The Cabinet Member for Communities, Partnerships and Inclusion informed the meeting that feedback from a public consultation had shown overwhelming support for renewing the PSPO. He clarified that the order was not a ban on drinking in those areas covered by the PSPO but provided the necessary powers to deal with alcohol related antisocial behaviour.
Cabinet were supportive of the proposal. It was commented that it supported the café culture ambitions of the administration and ensured alcohol related anti-social behaviour could be dealt with whilst not preventing responsible alcohol consumption. It had contributed to the beginning of recovery following the Covid pandemic in the Top of the Town, further complemented by the work to clean and rejuvenate the area. The proposal to renew the PSPO was welcomed to support and encourage businesses to thrive in the Top of the Town.
Resolved: To agree that the Head of Law and Governance and Monitoring Officer in consultation with the Head of Environment and Community Services renew the existing Public Space Protection Order (PSPO) for the maximum term of 3 years.
