Minutes of the meeting held on the 22nd June 2022

The minutes of the meeting held on 16th February 2022 were confirmed by the committee as a correct record and signed by the Chair.

Manydown Update
Members will receive a confidential presentation from the Project Director on Land drawdown.

Visiting speaker, Miranda Chubb was invited to address the Committee and she
expressed her concern over climate change and she said that the need to reduce the amount of carbon emission across the Borough should be of the highest priority.
She asked that any future dwellings should be built to maximise onsite renewable energy regeneration and minimise water use and that the Manydown Development should be constructed to net zero or Passivhaus standards to be in line with Basingstoke & Deane Borough Council’s 2030 net zero target.
The Project Director responded to the comments and advised that the Committee had received presentations from Urban&Civic; explaining the approach to deal with sustainability, reducing fuel costs and water consumption on site and ultimately the aim was that the development would be an all-electric scheme.
However, there was a challenge with Manydown being consented under the existing planning policy framework but working with the developer they would strive to achieve net zero target.
The Chair proposed that, due to the confidential nature of the information contained within the presentation, the committee passed a resolution that, by virtue of paragraphs 3 of Schedule 12A of the Local Government 1972, the public be excluded from the meeting.
On resumption of the open session the Chair confirmed that members had discussed the private presentation.

The Project Director confirmed the suggested work programme and advised that the Overarching Business Plan would be brought to the Committee for Members to review the document prior to being signed off by the Council. Therefore, it was suggested that a provisional date be arranged in December.
